Choosing a fabricator for a 28 GHz antenna array is not the same decision as choosing one for a motor control board. On FR-4, a mediocre shop still produces something that works. On PTFE and ceramic-filled laminates, the same shop produces a board that passes electrical test and then fails on your vector network analyser: insertion loss a decibel above simulation, impedance drifting panel to panel, and a supplier who cannot tell you why.

China fabricates a large share of the world’s high-frequency boards, and the supplier pool runs the full range — from genuine high-frequency houses with dedicated PTFE lines to FR-4 shops that bought a few sheets of RO4350B and added the word “Rogers” to their homepage. This guide covers what actually separates the two, and five suppliers worth putting on a 2026 shortlist.

Why Rogers sourcing is a different problem

Rogers laminates fail in ways FR-4 does not, and almost all of those failure modes are process failures rather than design failures. Five are worth knowing before you send out an RFQ.

Adhesion on PTFE

PTFE is chemically inert. Copper does not bond to it without surface activation — sodium-naphthalene etch or a validated plasma cycle. A shop without that process will hand you boards that pass incoming inspection and delaminate after thermal cycling. Ask which method they run and whether it is in-house or subcontracted.

Dimensional stability

PTFE-based materials such as RT/duroid 5880 are soft and move under lamination heat and pressure. Layer-to-layer registration on a multilayer PTFE build is materially harder than on FR-4, and a shop that quotes the same registration tolerance for both has not thought about it.

Dielectric constant control

A datasheet tolerance of ±0.05 means nothing if the fabricator mixes material lots across a production run. Impedance will track the lot, not the datasheet. Lot-level certificates of conformance are the only real control here, and a serious shop supplies them without being asked twice.

Copper roughness

Above roughly 20 GHz, conductor loss driven by copper surface profile can rival dielectric loss. Standard electrodeposited foil, reverse-treated foil and rolled-annealed copper produce measurably different results on the same laminate. A fabricator who never raises the foil question is not optimising your loss budget — or your cost.

Drilling and desmear

PTFE smears differently from epoxy under the drill, and the desmear chemistry that works for FR-4 will not clean a PTFE hole wall properly. Wrong parameters here show up as plating voids and barrel cracks in the field, long after the boards shipped.

Seven questions that separate a real Rogers shop from a reseller

Send these with your RFQ. The quality of the answers will sort your shortlist faster than any capability brochure.

  1. Can you supply lot-level certificates of conformance for the laminate, not just the published datasheet?
  2. Do you hold Rogers material in stock, or purchase per order? Stocking typically removes one to two weeks from lead time.
  3. What is your adhesion process for PTFE — plasma, sodium etch, or subcontracted?
  4. Can you build hybrid Rogers/FR-4 stackups, and will you specify the bonding layer you intend to use, such as RO4450F prepreg or 2929 bondply?
  5. Will you include TDR impedance coupons on the production panel and return the measured data?
  6. Which copper foil profiles do you offer, and can you quantify the loss difference for my frequency?
  7. Can you send a stackup with pressed thicknesses rather than nominal values?

A supplier who answers all seven without escalating to a sales manager is running high-frequency work as routine production. A supplier who answers three is running FR-4 and hoping.

The five manufacturers

1. PCBSync

A Shenzhen turnkey house founded in 2005, pairing in-house fabrication with assembly for teams that want one supplier from bare board through box build. Its Rogers PCB capability spans RO4003C, RO4350B, RT/duroid 5880, RO3003 and RO3010 across a wide layer range, including hybrid Rogers/FR-4 constructions. The company states ISO 9001 and IPC-A-610 Class 3 workmanship, with AOI, X-ray, ICT, flying-probe and 3D SPI available in-house, and provides material certifications and test reports for high-frequency work. Best suited to mid-volume production and quick-turn prototypes where turnkey scope matters as much as the bare-board price.

2. RayPCB (RayMing Technology)

Also established in 2005 and Shenzhen-based, RayMing carries a broad standing inventory across the common high-frequency grades — RO4003C, RO4350B, RO3003, RT/duroid 5880 and 5870, plus RO4450F prepreg for hybrid bonding — which is the practical reason its quoted lead times on standard laminates tend to be short. Alongside bare-board fabrication it offers assembly and component sourcing. A reasonable default for buyers who want one Rogers PCB manufacturer covering both prototype iterations and the production ramp that follows, rather than transferring the job between two suppliers mid-programme.

3. RFPCB.org

RFPCB.org is RayMing’s RF and microwave-focused arm, presenting a narrower catalogue aimed specifically at double-sided and multilayer high-frequency boards rather than the full general-purpose range. For engineers who find a broad PCB catalogue more noise than signal, the narrower entry point is easier to navigate — but note that it draws on the same organisation and facilities as the entry above, so treat it as a specialised front door rather than an independent second-source option. If your programme requires genuine dual sourcing, pair it with a supplier outside the group.

4. Hillmancurtis

A Shenzhen-based turnkey PCB assembly provider offering both full and partial turnkey service, with component procurement handled alongside build. Its published strengths sit on the assembly side: BGA and QFN placement with automated optical inspection, and no minimum order quantity on prototype assembly, which is useful when a high-frequency design is still iterating. Its public materials describe general PCB and assembly capability rather than a dedicated high-frequency laminate specialisation, so confirm PTFE handling directly if the board is RT/duroid or RO3003 rather than RO4350B.

5. Swimbi

A Shenzhen EMS provider focused on multilayer, impedance-controlled and HDI boards, offering rigid and flex assembly under full or partial turnkey terms. Impedance control is the relevant overlap with RF work, and the HDI experience is meaningful if your design combines a high-frequency front end with a dense digital section. As with the entry above, its published capability is general rather than Rogers-specific — worth a conversation if your board is a mixed digital/RF stackup, less obviously the right call for a pure PTFE microwave build.

Material quick reference

Most sourcing conversations go faster when both sides are clear on which laminate is actually required. The figures below are the published Rogers process specifications engineers most often work from.

LaminateDk @10 GHzDf @10 GHzTypical applicationProcessing
RO4003C3.38 ± 0.050.00275G infrastructure, general RFModerate
RO4350B3.48 ± 0.050.0037Same as above, UL 94V-0 ratedModerate
RT/duroid 58802.20 ± 0.020.0009Satellite, mmWave, lowest lossDifficult
RO30033.00 ± 0.040.001077 GHz automotive radarDifficult
RO301010.2 ± 0.300.0022Miniaturised patch antennasDifficult

The pattern worth noticing: the two thermoset hydrocarbon grades in the top rows process much like FR-4 and are available from a wide supplier base, while the three PTFE-based grades below them narrow that base considerably. If your design can meet its loss budget on RO4350B, you have many more suppliers to choose from and a shorter lead time. If it genuinely needs RT/duroid 5880 or RO3003, supplier selection stops being a commercial decision and becomes a technical one.

How to qualify before you commit

Run a paid qualification build before placing production volume. Order a small lot of the actual design, not a generic test coupon, and require impedance coupons and the material certificate with delivery. Measure insertion loss against your simulation and compare the delta with what the supplier predicted. Then repeat the same order four to six weeks later and compare the two lots against each other.

Lot-to-lot consistency is what actually determines whether a high-frequency supplier is worth keeping, and it is invisible in a single build. A shop can produce one excellent panel almost by accident; producing two identical ones eight weeks apart requires the process discipline you are really buying. Budget for this step. It costs a fraction of discovering the problem after a production release.

Closing

There is no single best Rogers fabricator, only the one that fits your programme’s frequency, volume, certification requirements and tolerance for risk. Turnkey suppliers reduce coordination overhead for mid-volume work. Specialists earn their premium on demanding PTFE builds. Assembly-focused houses are the right answer when the hard part of your project is population rather than fabrication.

Whichever direction you lean, the qualifying questions matter more than the ranking. Confirm that PTFE laminates are routine work rather than an occasional job, that the certifications match your compliance requirements, and that the supplier offers genuine DFM feedback rather than simply accepting whatever Gerbers you send. A fabricator who pushes back on your stackup before quoting is usually the one worth working with.
